To save energy and protect natural environment are the focus of world.As the large energy consumption industry, thermal power plants waste huge low quality heat by the circle cooling water. Heat pump device, as a mature energy-saving technology, can take advantage of a small amount of power or heat to absorb a lot of low quality heat from low temperature environment, which is significant for waste-heat recovery and saving energy. In this paper, to aim at the huge low quality heat lost in the condenser of power plants, the coupling of heating system with heat pump and heat-power cogeneration is proposed.Firstly, this article proposes four programs for different heating scales of the open, closed cycle water to select, and discuss the equivalence with the heat and power cogeneration. In order to increase the heating temperature, the article chooses the two stage centrifugal compressor heat pump with a economizer, and selects the R-134a as the working substance. For reducing the manual calculate work, the article develop a software by using Delphi to calculate the performance parameters of heat pump, the flows of the circle water and the heating water network, the power consumption,et al. Secondly, the article analyses the thermodynamic performance by using heat method and exergy method,gives the performance charts, sheets and the recommendations. Finally, in order to evaluate the comprehensive usefulness of the program, compare the economy with other four different common heating systems. The results show that as the results of recovering the huge waste heat, the operating costs are lower than others, and will bring more benefits.On the whole, this program is significant for upgrading the thermal efficiency of power plants, saving fuels, conserving water and protecting the environment.
