The coal-fired units have deeply damaged our environment, which have been paid increasing attention by the public. As people improve the quality of the environment and the pressure of environmental protection is increasing at home and abroad, it's necessary to define the environmental costs of coal-fired units. At present, the environmental pollution is increasing and the non-renewable resources deplet rapidly in China. Besides, there are no separate account of environmental costs, which affected the development of renewable energy generation.The paper has mainly researched the environmental costs of coal-fired units which could be compared with the cost of renewable energy. So that, it could provide reference for the internalization of environmental costs. The paper focus on the externalities of power generation, the environmental damage by pollutants of coal-fired generation and the scarcity of resourceBy the comparison of the state's pollution discharge fee and the environmental values, considering the charge fee is less than the damages by the pollution, the environmental compensation is given as a modifier to the model of environment costs, which can characterize the extent of damage to the environment by pollutants more fully.Through the analysis of the price of coal and coal reserves, the scarcity parameter is given as a modifier to the model, which will be more beneficial to protect the limited resources. Case of the desulphurization by coal-fired units, by the comparison of the optimization environmental costs and the original results, case results show that the model is efficient.
