To achieve the energy-saving and emission reduction aims proposed in the 11th five-year plan, the electric power industry as the largest energy consumption and pollution gas emitters, needs energy saving and emission reduction. In this case, energy-saving generation dispatching is the inevitable choice of power system. In addition, the transmission losses as an important indicator of the economic operation is necessary to consider in generation dispatching.Firstly, the concept and classification of environmental costs is briefly introduced. According to the serious situation of the enviromental pollution caused buy the thermal power plant, the environmental costs should be included in generation cost. And a mathematical model is established to describe it.Secondly, the current algorithm for calculating incremental transmission losses is presented in this article, especially the jacobian matrix method and B coefficient method based on AC power flow,as well as the incremental transmission losses algorithm based on DC power flow. Then a new algorithm for calculating incremental transmission losses based on the classical circuit theory is presented in this paper. For it is independent of reference bus thus called independent incremental transmission losses(IITS). The algorithm can reflect the impact on transmission loss of each bus injection power (including the slack bus power). And the superiority of the independent incremental transmission losses is proved buy comparation with the jacobian matrix method using IEEE 14-bus test system.Finally, an energy-saving generation dispatching model including transmission losses and wind power is established based on the independent incremental transmission losses and the environmental costs. Simulation taken buy IEEE 9-bus and IEEE30-bus test system show that, the independent incremental transmission losses is superior to the incremental transmission losses with Jacobian Matrix method, generators with lower emission characteristics get the priority to generate while considering the environmental costs, the whole generation costs and the emissions of pollutants are reduced with wind power injection.
