The PREE System Coordinated Development Research Of Urban Area Of Yinchuan Plain

In the process of industrialization and urbanization, it is a development philosophy to strengthen regional coordination development and transform the mode of economic development. Since 1949 (the founding of the Republic of China), we have made a remarkable improvement of urban construction and urbanization. National and regional development strategies experienced from balanced development to non-equilibrium development, and then to regional coordinated development. The Northwest region of China obtains good opportunities for development, but faces more prominent contradiction among population (P), resource (R), environment (E) and economy (E) at the same time. The key of this problem is that the population has benign growth, reasonable utilization of resources and healthy economic development keeping within the carrying capacity of the ecological environment in the process of regional harmonious development. In short, the essence is the coordinated development of population, resources, environment and economy in urban areas.The research on the coordinated development of complex systems is of great significance. On the one hand, in the background of economic prosperity, we can get a profound understanding of the status of PREE system, study the foundation, limitation, related rules for the development of regional towns, and explore the development level, spatial structure, development dynamic of towns, and pursue the measures to balance urban and rural development; on the other hand, this paper discusses how the urban regional development plays its feedback and controling role in the optimal allocation of resources, virtuous cycle of economic development, improved quality of life, protection of ecology and environment.This paper takes population, resource, environment and economy system in YinChuan plain area as the research object, combines with qualitative analysis and quantitative analysis, and applies the information entropy and fuzzy mathematics principle in PREE coordinated development research of YinChuan plain. Firstly, it analyses the urban development level, scale, function and hierarchical structure of YinChuan plain, analyses the development course and the spatial layout of population, resources, environment and economy, then researches the development conditions and the interaction process of population, resources, environment and economy in this special area; Secondly, it uses the method of entropy and fuzzy mathematics to make a quantitative evaluation for comprehensive development level of PREE system, calculates PREE comprehensive development level, coordination degree, and then discusses the coordinated development trend of PREE system; Finally, it discusses the optimization mechanism of urban development for the coordinated development of the PREE system in YinChuan plain.It is showed that the urban development in YinChuan plain is greatly influenced by geographical factors. The comprehensive development level of PREE system is in fluctuant development and differences exist in the inside area. In YinChuan plain, coordination degrees among subsystems of PREE system are still in a vulnerable coordination state, and environment subsystem becomes the key factor in restricting the coordinated development; At the same time, the urban healthy development of YinChuan plain promotes population development, optimal allocation of resources, ecological environment protection, and the economic benign development. Urban space layout reflects the population distribution, economic situation of YinChuan plain, and it is also a growth pole of regional development.
