Water Resource Supply & Demand Conflict Analysis And Resolution Proposal For Dongguan City

The influence of human activities in the process of city urbanization development has exceeded million years of natural changes to the water environment. Dongguan is an international processing and manufacturing center and an important foreign trade export base of China. With the reform and opening up policy, Dongguan makes full use of its human cultural and geographic advantages, carries out the policy of economic internationalization, absorbs foreign investment and develops an export-oriented economy,thus, formed an export-oriented-economy structure of manufacturing-based economy and electronic information industry as the pillar. in the mean time, the city urbanization results in the soaring of population and gathering, economic development and industrialization and urban dimension expansion etc, which has an enormous impact on urban water environment, such as the destroyed of natural water cycle ecosystem, the lack of water resource in quantity and deterioration in quality and even being damaged. The conflict of water resource between supply and demand that has become the primary problem restricting the urban sustainable development is increasingly conspicuous.This paper attempts to make an analysis on reasons of water resource shortage in Dongguan, and predicts development trends of water resource environment for a period of time in Dongguan. And therefore, finding resolutions of water supply and demand in Dongguan through increase water resource supply, strengthen protection of water resource and water environmental treatment, and apply economic means to stimulate highly efficiency water saving etc.The innovative achievements of this paper mainly includes two aspects: first, to suggest the large scale construction of wetland park between the downstream estuary of Hanxi River and Tong Lake, and the increase of water supply to Dongguan so that to achieve sewage purification according to the geographic environment of Dongguan. Second, to conclude the situation of pilot project 'ladder water prices' in Dongguan, and point out the key problems discovered from the pilot project, and offer advice and proposal on the full implementation of ladder water prices for Dongguan in future.
