| The urban water supply industry as the basis of urban construction, with water processing, transportation, recycling and utilization, meets the demands of municipal and industrial water utilization and shoulders the responsibilities of the sustainable development of water resources and rational utilization. As a result, the water industry,as the basic industry, is crucial to a city, a region and a state’s economic and social development. The traditional water resources between urban and rural segmentation,division of groundwater and surface water management system is no longer adapt to the social progressing, seriously restricts a city’s development. Internationally, scholars generally believe that a modern city with high economic efficiency and sustainable development must establish a unified management on four fundamental networks including road network, power network, water network and information network. And water management experience abroad makes it clear that unified managements for urban and rural water resources are benefit for optimal allocation and sustainable utilization,conforming to the natural attributes and ecological attributes of water resources. Urban functions and departments in the division of the traditional water administration system has exposed many defects, which intensify the demands for water management system reform, and the current national organic integration to promote the super-ministries reform undoubtedly has become a strong driving force to complete water administrative functions,centralize and unify the management of water affairs.What’s more, it’s a chance for water management system reform in national policy level. Water supply is the core part of the water industry. Water supply integration management is the premise of integration of water management, this study is going to explore the integration of management and operation mode of water supply, in order to promote the efficiency and operation of water supply and water sector development.The successful experience of water supply integration at home and abroad shows that,with healthy local laws and regulations regarding water affairs, the introducing the market operation mode, the setting up of a diversified capital operation platform are effective practices to realize the integration of water supply in good operation.Combined with the local characteristics of Dongguan, therefore, in consideration of Dongguan water supply on the practical basis of the construction and management of operation, this study is going to present the operational idea of determining the main body of integrated management of water supply, perfecting the laws and regulations system of local water as the main content of the management mode, introducing marketization operation mode as well as setting up a diversified capital operation platform. Moreover,this study takes the example of Dong Jiang Shui Wu, a water supply industry in Dongguan,to analyze its operational steps which integrates the water supply in urban area at the first place then the 23 towns within its management scope in water supply, and finally to integrate the water supply in the city as a whole. In the end of this study, it discusses the main measures to successfully implement the integration of water supply operation regarding to the administrative control, operation management, project financing,supporting projects and the integration of village-level waterworks. |
