The road construction and maintenance can not be ignored. But the available performance evaluation methods of the road construction and maintenance do not work well. Evaluation index does not meet the actual circumstance of enterprises. The feasibility of evaluation methods need to improved. And, the effective performance evaluation methods are poor effective for potential safety accidents investigation and management of road construction and maintenance enterprise in project level and section level. it is significant to built a set of practical performance evaluation methods of the potential safety accidents investigation and management for road construction and maintenance enterprise.On the basis of analyzing the safety production standards, and safety management and performance for road construction and maintenance enterprise, this paper presents a set of reasonable and feasible index system of performance evaluation for the potential safety accidents investigation and management performance in the enterprise by the documentary research, enterprise interviews, field investigation the basic principles and methods of safety system engineering and safety management, and so on. Each index in the quantitative calculation system adopts the analytic hierarchy process and the evaluation level is determined by Delphy Fa.The performance evaluation system for potential safety accidents investigation and management consists of 4 first level indexes and 14 second level indexes. In the first level index, the potential safety accidents management is the core, weight is 0.4013. The following potential safety investigation, weight is 0.3375. In the second levelindex, the probability of the potential safety accidents investigation and management and the number of accidents are the maximum weight. It shows that the potential safety management and investigation is the crucial work for the enterprise. Accident or not is the final inspection of the investigation and management work.The application of the performance evaluation methods in enterprises shows that this method can effectively reflect the real condition of the potential safety accidents are investigated and managed in the enterprise.
