In the three decades of reform and opening up, industrialization and modernization of China is accelerating forward. The development of urbanization is rapid in China. The production of space in contemporary China comes into the golden age. The changes of space influence on all aspects of Chinese society. The environmental incidents in China reflect there was a close relationship between the public environmental behavior change and space changes. This paper is to study of environment behavior in water pollution incidents in space sociological perspective and to analysis of the relationship between public environmental behavior and space changes. The paper focuses on the analysis of the specific cases of water pollution incident to research the underlying link between spatial position and environmental behavior of the actors. And it analyzes the influence of the environmental behavior of people by the specialization of water resources and attempts to explain the influence on the environmental behavior of actors in water pollution incident by the production of space. The paper makes a interpretation on the Specialization of water resources in spatial transformation and analyzes the reason that leads to changes of public environmental behavior. Therefore, we deepened the understanding of environmental issues, and investigated the role of space in environmental protection and environmental governance.As a multidimensional concept, Space often has different connotations in different disciplines. Lefebvre consider urban spatial organization and spatial form is the product of a particular capitalist mode of production. Lefebvre distinguishes three levels of space in order to analyze the problems on the production of space. Lefebvre's spatial theory is macro, abstract and general theory. But Foucault believes that space is not only the basis for the operation of power, but also the operation of power based on a specific spatial organization and spatial relationship. His concept of space is not only on the real level and also on the metaphorical level. Space, knowledge and power are closely linked. Foucault's spatial theory is microscopic, specific and strategic theory.This article focuses on water pollution incidents to analyze environmental behavior based on the basic theory of Spatial Sociology. This paper argues that actors choose environmental behavior in water pollution incident. Choice of environmental behavior is not just because of the benefits options, and is also based on the space that actors located. Actors'game of environmental behaviors is not only the game of interest and also involved in the game of spatial relations. In water pollution incidents, pollution is often generated in the city while victims in rural. According to Lefebvre's theory of the production of space, this is due to space has become a place of reproduction of production relations. So, the place between urban area and rural become a wide area of conflict. And because the format and organization of space is the product of production, so the spatial relationship between people is also the social relations. Therefore, the difference of spatial position of actors is the deep-seated causes affecting the environment behavior of actors. This paper combined with Foucault's space theory and Foucault's mode of three specialization theory to explain the water Specialization. This paper analyzes it can seemingly be seen of the water resources and indeed is not visible in modern city. This paper thinks that water is specialization and socialization with the change of knowledge and implementation of space power. The physical place of public space that associated with water has shifted. There is growing alienation between man and nature, and the accessibility between people and nature become lower. This accessibility's lessen makes the reduction of human perception of space about water resources and leads to a decreased about understanding of the water's functional. This is the root of the problem that people is general lack of public environmental values.This paper attempts to analysis the public environment, behavior from space sociological perspective. This is not only providing a theoretical basis on current environmental governance issues, and also can also provide some reference on overall development of Chinese urban and rural space in the process of modernization.
