Research On The Risk Management Of BOT Environmental Protection Project

Since the reform and opening, the economic development of our country has made remarkable achievements. However, our country executes the extensive economic growth mode for a long time, various environmental problems has emerged. In recent years, with the idea of the sustainable development deeply rooted among the people, the voice of environmental protection is rising. People urgently require our country protect and manage the environment to realize the economic, social and environmental coordinated and sustainable development.The environmental achievements of more than 30 years in china are worthy of recognition, however, owing to our environmental problems more complex and with so many historical debts, the process of China's environmental protection and management is still very slow. The current environmental protection work still can't come up to expectation, and the environmental situation we facing remains very grim. Fund shortage problem is a "bottleneck" of restricting our country healthily and smoothly implementing the environmental work. Although the Government's annual capital investment for environmental protection increased, and the proportion of environmental investment in the GDP is constantly rising. However, due to historical debts and other issues, the contradiction between supply and demand of environmental funds is great, and the funding gap is still large.Fund shortage problem is a "bottleneck" of restricting our country healthily and smoothly implementing the environmental work. BOT can effectively utilize domestic and foreign private capital, so it will be a good solution to solve the bottleneck problem of environmental protection funds, alleviate the fiscal burden of our government directly, reduce and transfer the risk of the construction of the environmental protection projects, and also improve the efficiency of environmental protection funds. It will become a development direction of the investment and financing of the environmental protection industry. However, due to the period of BOT applying in the investment and financing of the environmental protection and the related research is relatively less, there are still some risks and problems in practice. So it is very necessary and urgent to research on the risk management of BOT environmental protection project.Firstly, the first chapter of this paper is the introduction, and it mainly explained the research background, the research purpose and significance, and the research status at home and abroad. Secondly, the risk management theory and BOT theory were summarized in the second chapter of this paper, and it laid a theoretical foundation for the research. The third chapter of this paper made an identifying analysis of the risks of the BOT environmental protection projects, and mainly introduced the risk characteristics and risk types of the BOT environmental protection projects. The fourth of this paper made an assessment of the risks of the BOT environmental protection projects, and it not only used both the qualitative evaluation methods and quantitative evaluation methods, but also studied a comprehensive evaluation method of the analytic hierarchy process. Chapter 5 of this paper put forward some risk coping strategies specifically based on the risk types of the BOT environmental protection projects. Chapter 6 of this paper made an empirical study of the Beijing's XiaoGuHe sewage treatment project, and then further put forward several Suggestions on improving the risk management of BOT environmental protection projects. Chapter7 of this paper put forward the conclusions and prospects of the research.
