This paper introduces the present situation of ecological footprint at home and abroad, the basic theory and method, according to the calculation of the actual situation in the region to modify the framework of proposed ecological footprint in urban planning framework for environmental assessment application. Then Hefei Urban Master Plan, for example, by a certain time series of regional ecological footprint accounting and analysis of regional status and changes of ecological capacity, the level of the ecological status of the Hefei evaluation, planning and implementation forecast ecological impacts arising from Finally, in the planning of the main achievements can be summarized as follows:(1)In this paper,the technology framework of ecological footprint in the application of urban planning of EIA and ecological footprint accounting applying to the Urban Planning EIA.(2)By the ecological footprint in Hefei from 2004 to 2008 calculated per capita, ecological footprint in Hefei increased from 1.4151 hm2 to 1.6417hm2,with an increase of 16 percent 5 years, while the ecological carrying capacity slowly growth in 2008 compared to 2004 and ecological deficit increased from 1.0168hm2 per person to 1.0749hm2 per person, with a smaller increase. Hefei ecological footprint indicator GDP dropped from the 1.0671hm2 per million in 2004 to 0.4800hm2 per million, in 2008, showing year-on-year downward trend,and per million GDP cost arising from the productive land area decreased.It showes that the process of resource utilization of Hefei economic development has been gradually shifting from extensive,consumptive type to intensive saving one.(3)The following order of impact factor correlation coefficient of the ecological footprint by use of SPSS model with the data from 1993~2008 is: GDP, the total population, Total retail sales of social consumer goods, Energy efficiency.(4)Through the set pair analysis for the prediction of planning and long-term ecological footprint,using 2006 to 2008 data to test that the error is 0.49 percent on average and prediction models are accurate,we conclude that the per capita ecological footprint of short-term planning for Hefei in 2010 is 1.7590hm2 per person, the per capita ecological footprint of the long-term planning in 2020 for Hefei is 2.4836hm2 per person.(5)The planning will change Hefei land use in the pattern, resulting in reduction of arable land, the increase of the city's ecological footprint per capita while after planning.If don't take effective measures, Hefei ecological deficit will continue to increase. Based on the ecological footprint calculation and the recommendations made by prediction are objective, so it can provide a scientific basis for planning and decision-making and has a certain degree of guidance for the revision and perfection planning.
