《United Nations Framework Convention on Climate Change》as the first legally international environmental conventions, effected in March 1994, was a milestone in the history of environmental protection. "Kyoto Protocol" as a continuation contracted in 1997, made a specific requirement of emission reduction. Though Copenhagen Climate Conference hold in December 2009 didn't get the expected effect, it laid the foundation for the further development. All of those show that human beings are taking the historic responsibility, and making improvement efforts for the future.Entering the twentieth century, the speed of shipping reduction increased. The establishment of MAPROL in 1997 was the opening for marine environment. MEPC belonged to IMO brought up the problem of emission from shipping since 80's. Now the research on shipping emission has got progress, such as CO2 emissions baseline and energy efficiency index. The improvement in technology and operation of ship has a very significant effect. But it is a problem and hot point to introduce market mechanism into shipping emission reduction.Clean Development Mechanism is one of the three reduction mechanisms promoted by Kyoto Protocol. During the project of Clean Development Mechanism, Parties not only achieve the goals of emission reduction, but exchange the technology and increase economic benefits. Clean Development Mechanism has played a very important role in the Carbon market, and will occupy more.In my article, the main target is to bring Clean Development Mechanism into marine emission reduction. At first, I analyzed the theory of Clean Development Mechanism, and then find three bases, and studied the current development of carbon market and the status of Clean Development Mechanism. Second, I analyzed the current status of marine emissions and the way of emissions reduction, also summarized the progresses and efforts of IMO. Third, I discussed the establishment of baseline of shipping emission and implement of CDM, after establishing of marine emissions trading market. At last, I promoted the suggestions about risks of CDM project and the legal environment.
