| With the development of economic globalization, human beings face and experience the challenge of non-sustainable development and environmental problems that may endanger the Habitat for Humanity, which makes environmental problems the focus of international community and national Government. Environmental pollution problem was highlighted by our government. Over the past 30 years, lots of regulations were made to deal with environmental issues and great achievements have been made. However, environmental pollution still occurs from time to time, and the environment regulatory governance effectiveness does not match the resources the amount invested. Based on this, this paper conducted a series of evaluation studies of the environmental regulation efficiency in China, hoping to analyze and have a comprehensive understanding of China's current situation of environmental regulations efficiency.The content and the research results of this paper include:(1) Introduction the relative research done by domestic and international scholars, mainly analyzing mean of environmental regulation, types of specific regulative tools and subjects;(2) Analysis from the prospects of development process, the current situation of"command-and-control" and market oriented environmental regulation in our country;(3) Selection of the evaluation method for China's environmental regulation efficiency and selection and processing of index system based on the characteristics of the selected method, and then to build up the efficiency evaluation model of China's environmental regulatory;(4)Analysis China's environmental regulation efficiency from time series and cross-sectional to obtain the efficiency development and current situation of China's environmental regulatory;(5) Suggestions as follows:to strengthen supervision, to innovate environmental protection system, to promote environmental protection industrial development, to upgrade technology and to mobilize social power in order to protect the environment.
