Environment Efficiency Evaluation Of China’s Regional Production Activities

Since the reform and opening up from 1978, China’s rapid economic and social growth is an indisputable fact, however, the extensive economic growth is at the expense of resource consumption and environmental destruction, which has resulted in a series of serious environmental problems. At the same time, due to geographical constraints and priorities of reform and opening up, also other reasons, regional economy development and environmental issues differ significantly. Environmental issues have aroused great concern in various circles of society, so domestic and foreign scholars have done a lot of research in different respects. Given the diverse stages of economic development of the distinct part of China, the main environmental issues and the severity they face are not the same. Based on the foundation of considering environmental variables as input and output problem, research on provincial environment efficiency is carried out.Due to the significant advantage in handling multiple input and output problems, Data Envelopment Model plays an important role in such research. In view of that gap between the description of economic activities and real ones should be bridged, when the basic Data Envelopment Model is used to research domestic environmental quality, the basic theory of Data Envelopment Model and number of representative models used in the study of environmental issues are reviewed in this paper; Then problems existing in the traditional model are analyzed, and the disposability of variables, ways to measure the efficiency, parameter settings, etc, are discussed, which are used to improve the basic model, in accordance with the input-output variable attributes and differences of variable value characteristic, and mutual relationship between them are also taken into consideration. Then the improved environment efficiency model is used to evaluate provincial environment efficiency from 2008 to 2012, and with evaluation results of 2012 as sample, their assessment effect difference is compared between the basic environment efficiency models and the improved one, at the same time, their characteristics are summarized.The results of the study show that higher levels of provincial environmental efficiency appear mainly in the developed coastal areas as well as the places which are lagging behind, and there is a trend that environment efficiency declines from the east to the west, and the environmental efficiency of each province shows a certain inertia; The measurement differs for different models, so model selection should be based on requirement; Comparing the results with the basic approach, the improved model identify the samples better, and comparison of provincial environmental efficiency values comes out to be more obvious; And the improved model reflects some features of other models, and has better integration. Finally, the content and conclusions of this study are given based on these researches, and corresponding policy recommendations are also offered.
