| The problem of coordinated development between ecological and environmental protection and economic construction in the process of urban land development and utilization is becoming an important part of the current high-quality urban economic development in my country.For this reason,the government has formulated and implemented environmental regulations to build economic and social ecological civilization and promote industrial transformation and upgrading.Under this background,studying the impact of environmental regulations on the ecological efficiency of urban construction land has profound practical significance.First,this article takes the Yangtze River Economic Belt,an important economic region in my country,as an example.Using the data of prefecture-level cities and above along the Yangtze River Economic Belt from 2004 to 2018,the super-efficient SBM-DEA model that can accommodate undesired output is used to calculate the cities in the Yangtze River Economic Belt.Eco-efficiency of construction land and analyze the eco-efficiency,redundancy level and convergence of its sub-cities.Then logically deduced the mechanism of environmental regulations affecting the ecological efficiency of urban construction land,revealing its non-linear main effects and the level of non-linear effects under the adjustment of the green development environment.Finally,panel OLS regression and panel threshold regression models are used to empirically test the mechanism of environmental regulations affecting the eco-efficiency of urban construction land,and analyze the results and main existing problems,and propose targeted policy recommendations.The research results show that:(1)The geometric mean of the ecological efficiency of urban construction land in the Yangtze River Economic Zone from 2004 to 2018 was 0.3743,and its overall efficiency was relatively low.During 2004-2018,the ecological efficiency of urban construction land in the Yangtze River Economic Zone showed a fluctuating decline.With the upward trend,the Yangtze River Economic Belt and the three major urban agglomerations all have absolute βconvergence.The overall redundancy levels of the three types of undesired output are-55.3540%,-107.4124% and-53.3541%,respectively.(2)The main effect of environmental regulation on the ecological efficiency of urban construction land is positive;the positive impact of environmental regulation on the ecological efficiency of urban construction land is non-linear.When the level of environmental regulation does not cross the inflection point,it will have a positive effect on the city.The positive marginal impact of the ecological efficiency of construction land increases.When the level of environmental regulation crosses the inflection point,its positive marginal impact on the ecological efficiency of urban construction land decreases;under the adjustment of the green development environment,environmental regulation has an impact on the ecological efficiency of urban construction land.The degree of positive or negative impact of the baseline linearity is differentiated;under the adjustment of the green development environment,different types of environmental regulations have non-linear effects on the ecological efficiency of urban construction land.When the level of green development environment does not cross the inflection point,its impact The positive impact of the ecological efficiency of urban construction land increases marginally.When the environmental level of green development crosses the inflection point,its positive impact on the ecological efficiency of urban construction land diminishes,and its level of effect will become stronger or weaker.(3)For the main effect benchmark linear regression empirical results,the linear impact of different environmental regulations on the ecological efficiency of urban construction land is positive;for the nonlinear main effect,the nonlinear impact of different environmental regulations on the ecological efficiency of urban construction land is positive But its marginal effects are differentiated;for the adjustment effect benchmark linear regression,under the adjustment of the green development environment,the linear impact of different types of environmental regulations on the ecological efficiency of urban construction land is a positive effect;for the nonlinear adjustment effect Under the adjustment of the green development environment,different types of environmental regulations have a positive effect on the ecological efficiency of urban construction land,and there are differences.(4)For the nonlinear threshold regression results,under the adjustment of the green development environment,the mean value of the regression coefficient of the pollutant type-wastewater discharge environmental regulation is increased compared with the unregulated variable,which advances the upward trend of its action level,and the pollutant type-solid The mean value of the regression coefficient of waste discharge environmental regulations has been reduced,delaying the upward trend of its effect level,but compared with the benchmark regression,the decline rate has been reduced by 25.39%,so that the upward trend of its effect level can be advanced.Although there is no turning point,it is positive.In the promotion and enhancement stage.(5)Based on the research results,it is proposed to establish the Yangtze River Economic Belt and a coordinated supervision mechanism among various sub-regions,strengthen the construction of the information communication platform of the Yangtze River Economic Belt,improve the level of pollution control,and prudently introduce environmental regulations for pollution control.Effectively improve the political guarantee for urban green development,innovative urban construction land ecological compensation mechanism and other pertinent and feasible policy recommendations,which contribute to the improvement of the green development of my country’s urban economy,and also put forward new research perspectives and research content for related research. |
