China is one of the world's countries to have the worst natural disasters. These are different kinds of natural disasters and they always happen frequently and widespread. The unexpected natural disasters have become an important bottleneck in constraining economic development and also has become an important factor by influencing political, economic and social stability. As the provider of public goods, governments should enhance their crisis management, perform their duties actively and play more positive roles during the process of major unexpected natural disasters. On one hand, the governments are facing the reality that social life and productions have been damaged by unexpected natural disasters. On the other hand, they are facing the hard situation that the resources for prevention and reduction have diminished. The crisis management of sudden natural disasters has brought great challenges to our government but also the perfect opportunities for the Chinese government to establish authority and to gain a good relationship of trust and support from the public. There are many problems like that how to achieve the effective crisis management on the unexpected natural disasters of Chinese Government in the political, economic structural reform process, how to call up more main social communities to participate in the orderly emergency management in the shortest possible time, how to improve the government crisis of sudden natural disasters management of the legal system, how to improve the government's sudden natural disasters, crisis management organization system and operational mechanism, etc. have become government departments and academic fields' most concerning things. It can be said that the government's unexpected natural disaster risk management capacity and effectiveness of the measure and reflects the ability of the government's rule, in particular reflects the government decision-making and leadership ability. And it's necessary and urgent to strengthen the government's research in this field.The first chapter is an introduction. The main purpose of introducing the topics of significance includes crisis management, research status and development trends and research contents and methods.Chapterâ…¡of the crisis definition, characteristics and classification; definition of crisis management and crisis of the development cycle theory is introduced, and combined with the above concepts and theories on the characteristics of sudden unexpected natural disasters, crisis management are defined in natural disasters. This paper studies the risk of sudden natural disasters into the incubation period (before they occur), burst period (occurrence) and recovery (after) three stages.
