Ecological Security Assessment Based On Eco-economic Functional Regionalization For The Oasis In The Manas River Basin

Ecological Security in the 21st century is a new theme that the sustainable development of human society faces, the problem of the ecological security stems from a series of influential global environmental accidents having been continued to occur. With the continuous development of society and the in-depth study of eco-security issues, the connotation of ecological security from national security to environmental security, ecological security, research tools and methods have also gradually changed from qualitative to quantitative evaluation of the evaluation. However, when we look at the variety of literature the author collected , researchers and more directly from the study area to start the administrative boundaries of the ecological assessment of the security situation, almost all ignored the ecological and economic functions in the role of ecological security, which lead to the results of evaluation can not reflect the ecological, economic security, their countermeasures will not be able to better solve the existent problem of ecological, economic security in the study area, thus it is very difficult to achieve the positive interaction of ecological and economic functions in the study area. Therefore, this article discusses ecological security problems of the Manas River Valley oasis from the division perspective of the ecological and economic functions, trying to fundamentally solve the existent problem of the ecological security in the basin.Through the use of geographic information system software ARCGIS tool to extract telemetric image data, according to the principle of ecological and economic diversity and hierarchy, the principle of the regional eco-economic similarities and differences, the non-repetitive principle of ecological and economic zone, the coordination and sustainable development principles of ecological and economic systems, the principle of comparability and usefulness to establish the indicators of ecological function zoning, using the factor analysis to partition Manas River valley oasis on ecological economy function zoning. The results show that the Manas River Valley oasis can be divided into four ecological and economic function zones, namely:⑴Manas-Shihezi–Shawan economic development area;⑵shihutan- Anjihai Salinizational control area;⑶Mosuowan windbreak and sandcontrol area;⑷Xiayedi windbreak and sandcontrol and salinizational control area.Then, based on scientific principles, operational principles, the principle of comparability, practical principles, as well as the principles of construction of the relative independence to built the Manas River valley oasis ecological security evaluation index system. On the basis of the ecological and economic functions in the division, comprehensive evaluation of the use of ecological safety on the Manas River valley oasis ecological security assessment, and evaluate the analysis results by the grading cluster. The results showed that:⑴the impact factor of the Manas River valley oasis ecological security is the economic activity factor and the desertification factor, which restricts the development level of ecological safety of the region.However, in different regions, it shows the role of different intensity.⑵the results from cluster analysis can be seen that shihutan- Anjihai Salinizational control area has the minimum degree of ecological safety, at the secondary level, comprehensive evaluation value is 0.31; The degree of ecological safety of Manas-Shihezi-Shawan economic development area, Mosuowan windbreak and sandcontrol area,Xiayedi windbreak and sandcontrol and salinizational control area at level 1, the value of comprehensive evaluation of ecological security are as follows: 0.49, 0.48, 0.45. In the first level, Manas-Shihezi-Shawan economic development area has the highest level of ecological safety, Mosuowan windbreak and sandcontrol area second, Xiayedi windbreak and sandcontrol and salinizational control area the lowest degree.⑶based on the ecological and economic functions of the Manas River Valley oasis ecological security situation can be divided into primary and secondary level, the ecological security situation of three regional in first level close each other, it shows that the extent of the ecological security of 3 / 4 the region in the Manas River valley oasis is similar. Once the dominant factor of the affected ecology security situation changed, the corresponding number of ecological security situation regional will likely be affected. 10⑷the salinizational phenomenon of shihutan-Anjihai Salinizational control area is still a serious constraint factor to increase the level of ecological security, the work in prevention and treatment of saline needs to be strengthened.Finally, the following six issues to improve the ecological safety of the countermeasures and suggestions were brought up. Namely:⑴Governance mountain environment and water Conservation.⑵Rational utilizing water resources and make soil desalting positively,achieve the sustainable development of eco-economic.⑶Setting up the artificial oasis, optimization survival and development base.⑷Control desertification and reduce the damage.⑸Heighten the ecological security consciousness; establish public participation mechanism.⑹Breaking the restrictions of administrative boundaries, unified planning, coordination and management in accordance with various ecological zones.
