Study On Theory And Evaluation Method Of Ecological Civilization

Along with the rapid development of siciety and economy,the impacts exerted on natual environment by human activities are becoming more and more serious.The environment pollution,ecological deterioration and resource scarcity have been the serious problems,and been the comprehensive results of strategic thinking which include economic,political,cultural and technological factors.The construction of ecological civilization needs a set of scientifics,integrated and suitable theory and evaluation method for evaluation and monitoting.However,the theory and practice of ecological civilization construction are still in the exploring stage.It has important realistic significance and theoretic value to research the theory of ecological civilization systemically and establish a set of indicator system and evaluation method.Basically on the study of connotation and elements of ecological civilization,the progressive index system is built.Finally,The index system is composed with 34 indexes,through the methods of expert consultation and Delphi,Indexes is weighted by the way of meta-synthesis,combined the informations of analytic hierarchy progess and entropy method.The score of ecological civilization in China is 0.628,evaluated the situation of development by synthetic index method.Through regression analysis,until 2025 can be up to the limited aim of ecological civilization,delayed the planed year 2020.Safety production,harmless tresment of domestic waste,sewage disposal,and high-tech industry are the significant tasks in the building of ecological civilization,reseached on the speed of development of indexes.Additionally,this paper slecets six representative provinces to make comparision of the degree of ecological civilization,the score respective is Beijing 0.877,Liaoning 0.711,Hubei 0.529,Jiangxi 0.450,Inner Mogolia 0.500,Guizhou 0.313,from this we can knowledge the fact regional defference becomes the obstacle of the integral progress of ecological civilization in China.In the end,according to the results of quantitative analysis suggestions and countermeasurements are proposed to quicken the steps of ecological civilization.
