The Practice And Revelation To Preventing And Dealing With The Serious Natural Disasters Of The CPC In The New Era

China is a country in which the natural disasters took place so often. It's the goal that we have been seeking to prevent and deal with the natural disasters scientifically. The CPC and the government with the masses of the people has achieved a great victory and accumulated a wealth of experience fighting with the natural disasters in the reform and opening-up in the new era of modernization. However, there are some questions existed.In the new era the major natural disasters are divided into five main categories: astronomical disaster, meteorological disaster, marine disaster, geological disaster and biological disaster. The major measures of the CPC and the government are as follows: pay more attention to it from the central leaders to the local leaders and the main leadership of the central command going to the front line particularly; take the advantage of the scientific and technological achievements and increase scientific and technological input and adopt it to preventing disaster and relief; start the emergency response mechanism at the first time to deploy the task of disasters relief quickly, efficiently and comprehensively; take the advantage of our system, unify command and use the power of the national ;focus on the role of public opinion, stable social order and make the public aware the disaster; strengthen preventing disaster and reaction system from laws and regulations in practice and try our best to make the disaster prevention and relief legally and institutionalized; attach great importance to the work of post-disaster reconstruction and take some active actions to make the social production and economic recover as soon as quickly and let the resettlement of the people stable. It has proved that these measures which prevent and respond to the natural disasters are effective. They make the losses caused by the natural disasters minimized. They play an ignored role.We have drawn the following revelation from the research on the practice to preventing and responding to natural disasters of the CPC : the CCP is the strong centre of defeating the natural disasters; the theoretical system of socialism with Chinese characteristics is the system safeguard; the people are the heroes; the army are the main force; the patriotism and the national spirit are the spiritual force; the science and technology is the technical support; strengthening and improving the legal system of preventing disaster and reaction is the legal system safeguard; the scientific progress and comprehensive national strength are the material basis.
