Under the background of the unpredictable international situation and the deepening domestic reform, the frequent crisis becomes the inevitable great challenge in the social management life. so deal with natural disaster effectively and reduce the adverse impact of disaster is very important. In this process, government should play the key role as the supplier of the public service and the manager of the public affairs. But it is insufficient to depend on the governmental emergent departments and the specialist's strength, we must have the social strength and the social support to relife the disaster. Voluntary organization, as an important organization entity of the civil society, also has valuable contribution in the process of disaster relief. In many countries, Voluntary organization plays a positive role during the natural disaster relief system and becomes a more and more active strength. At present ,China is in the crucial period of "economic and societal transition", so it is becoming an important question in our country to how to make good use of voluntary organization in relief disaster.
