| China is a country with high frequency of earthquake.45%cities in China are located in the area with an earthquake intensity of7or more than7degree and70%of these cities have a population of more than1million. Many cities suffered from devastating earthquake in the history. Thus, it is important to improve earthquake resistance capacity of cities, and pay more attention to disaster reduction and prevention in urban planning. Japan has been suffering from earthquake since ancient time, so Japan has rich experience and mature methodology in post-disaster reconstruction. Since2008, China has been attacked by Wenchuan earthquake and Yushu earthquake. Planning of post-disaster reconstruction in China is now facing great pressure and challenges.This paper takes the post-disaster reconstruction planning examples of Wenchuan and Kobe as the main objects of the study. After a comparative study of content, system and result of the reconstruction plans of the two cities, it is found that divergences exist in organizational mechanism, structure of system, goal of planning and focus of planning. This study tries to explore the reasons of the divergences, hoping to shed light on the framework of post-disaster reconstruction in China.The study is divided into three sections and eight chapters;The first section introduces the theoretical framework and literature review. Chapter One illustrates the background, significance, methodology and framework of the research; Chapter Two reviews the relevant theoretical studies and practical experiences of post-disaster reconstruction.The second section is the main body of the comparative study, including Chapter Three to Chapter Five. Chapter Three is the preliminary comparison of the research objects. Chapter Four summarizes the system, content and evaluation of implementation effectiveness of reconstruction planning in Wenchuan. Chapter Five summarizes the principle, goal, measures and evaluation of reconstruction planning in Kobe.The third section is the result and analysis of the comparative study, including Chapter Six to Chapter Eight. The divergences of the reconstruction planning in China and Japan as well as the reasons of the divergences are explained. On the basis of the explanation, the final chapter proposes the framework of post-disaster reconstruction for future work. The whole thesis contains about46000words,49pictures and charts. |
