China is the biggest coal producer in the world, and coal, as the main resource, plays an influential role in its economic and social development. Yet since long ago, coalmine accidents caused by numerous reasons occur continuously, and severely endangers people's life and safety, as well as the international image of our country. Thus the safety problem in coalmines has become an important issue to both our country and people and desires to be solved immediately. Compared with state-owned coalmines, local coalmines are conditioned by poor economic conditions and personnel qualities, and accidents happen more frequently there and sharp contradictions signals severe safety situations. According to statistics, more than 6,000 coalminers die every year in the coalmines, and two thirds are killed in local coalmines. That's to say, the main contradiction of safety production in coalmines lies in local coalmines. Therefore, to find out the causes of accidents, to carry out resolutions accordingly and to guarantee the coalminer's safety has risen to be a top problem to be solved, which is also the significance of this thesis.Through literature review, qualitative analysis and exemplification, this article firstly provides a full analysis of the management and research in coalmines home and abroad, and on the basis of management theory, accidents theory, personnel theory and accidents in real life, it concludes that human factors are main causes in local coalmine accidents and then studies the features of human behaviors and roles in accidents. Based on the discussion above, this article explores the controlling methods of human behavior, and proposes human-oriented safety management according to the reality in coalmines, which includes safety technique training, safety culture construction, and the construction of intervention mechanism of coalminer's psychology, aiming to improve the management and prevent and decrease accidents.To confirm the effectiveness of the research results, and to combine the theory with practice, the human-oriented management is applied to and tested in Zhu-Liu coalmine of Shandong Province. After that, the situation in the coalmine improves a lot and is confirmed widely, which proves that this management is in accordance with the local reality and meets its requirements and is directive to local coalmines. In the last part of this article, some issues to be attended to and work for are pointed out for the improvement of local coalmine management.The previous studies on the causes of accidents in coalmines show two tendencies: one is to be "comprehensive". This kind of study aims to explore all the causes of safety problems in coalmines, which is theoretically powerful, but is lacking in practicality. The second tendency is to adopt the strategy of "to be specific with the single accident", which analyzes concrete people and activity, but is not representative.In this article, based on the Theory of Causes in Accidents, the importance of human management, the core of management in coalmines, is stated and combined with the analysis of unsafe human behaviors. Based on that, human-oriented safety management is proposed. It is representative, practical and further explores the research angles of coalmine safety.
