With the rapid development of urbanization in China, the level of industrialization is rising continuously. The population is growing, and the energy structure based on coal, as well as the development of the transport industry, resulting in increased sulfur dioxide emissions, and the environmental quality of atmospheric is getting deteriorate. Fourth Session of the Tenth National People's Congress approved the "People's Republic of China National Economic and Social Development Five-Year Plan", requiring that by 2010, national emissions of sulfur dioxide should reduce 10 percent than in 2005. Therefore, how to determine the total control of sulfur dioxide, and to make the determination more scientific, fair and feasible, is becoming a very important issue.At present, the total amount of sulfur dioxide control method, each with its own applicability, but in common they are not good in scientific, fairness and somehow lack of operational integration. The paper corresponds to the current situation in our country, studied the initial allocation of emission rights approach from abroad (in particular, the free of charge distribution method) to build the total control of our distribution policy. Considering the impact of the objectives of the regional total control of a variety of factors: the capacity of the atmospheric environment, the level of economic development, non-economic factors, the industrial structure and industry structure, energy structure, layout and pollution-intensive enterprises, and coordinate the relationship between each other. Decide the importance of each parameter according to their different weights, and then calculate the scores in different regions. Comparing these scores, and we can have the way of decide the total sulfur dioxide emissions amount in different regions.At the same time, according to the total quantity control methods above, and with the characteristics of atmospheric environmental quality of Shijiazhuang City, we determine the indicators for the various regions in Shijiazhuang. We decide the indicators according to the conditions of the distribution of the remainder. The atmospheric environment which can not be optimistic should give non-or less total control distribution.The total control method of sulfur dioxide in the atmosphere this article described, can fully reflect the scientific nature of control, fairness and maneuverability. In this way, in the implementation of total control, it can better meet the requirements of the quality of atmospheric environment in our country, the well-developed and backward areas of equitable development both can promote, but also contribute to the full implementation of the total amount of control.
