Yueyang city is of the obvious features: being located on the south bank of Changjiang River and the west to Dongting Lake. It is belonged to the typical landform of plain and hill and is the multi-function field of business, industry, and living. In order to get the more accurate data of atmospheric capacity about this type of area, such as Yueyang, this paper analyzed the characteristics of Yueyang meteorology, gathered the features of atmospheric pollution sources, worked out the main problems in environmental protection. In addition, we analyzed the rule of atmospheric transport and diffusion, and took the Frequency of lake and breeze to modify the data of atmospheric capacity of Yueyang, which was achieved by A-P index, and compares the modified data of atmospheric capacity with the data of atmospheric capacity achieved by multi-source. The results indicated that according to the fact of lake and breeze, taking the frequency of lake and breeze to modify the data of atmospheric capacity of the field with stable lake and breeze, which is achieved by A-P index, made the atmospheric capacity more accurate. Accordingly, the result could be more reliable if the modified data is taken to calculate the atmospheric capacity when we assess the impact on the environment of the field with stable lake and land breeze. Meantime, since the theory and method of total quantity allocation has become one of the most important part of total quantity control, this paper took environmental GINI to assess the equality of total quantity allocation, and took the methods to analyze the reasonability of total quantity allocation of SO2 of Yueyang city. The results indicated that the Yueyang's total quantity control plan of SO2 is distributed too much to develop power industry. This paper took the gross industry production as environmental GINI's feature for allocation to show the equality through the adjustment of GINI during the course of allocation, and worked out the plan for decreasing the total quantity of SO2, and found out the proper methods to prevent pollution, including environment management, controlling industry structure's adjustment, and so on. At last, some advices for atmospheric environment protection Yueyang city was suggested. The conclusion of this paper suggested that the industy constructure should be reasonable so as to make good use of city's environment capacity.
