The air pollutant total quantity control is assigns the region source of pollution emissions total quantity through the control, and optimizes assigns the source, guarantees the control area atmospheric environment quality to satisfy the corresponding environment target value. In the total quantity control, how carries on the assignment to the environmental capacity, then calculates various sources of pollution permission again the withdrawal, not only may cause the source of pollution control even more concrete application, moreover has guaranteed the control area environment quality standards.This thesis is on the basis of grasping atmospheric environment objectives and index in Panzhihua, and pollute the investigating and analyzing carefully of meteorological phenomena through environmental overview , atmospheric pollution sources current situation to Panzhihua, appraise the current situation in environmental air quality to Panzhihua; Cut down the calculation of quantity through the division that the atmospheric function goes and main air pollutant, the capacity of atmospheric environment and overall control of Panzhihua have carried on rational planning , have proposed air pollutant comprehensive realignment basic thought, measure and ensured the condition .Division and main air pollutant reduction quantity computation goes which through the atmospheric function, has carried on the reasonable plan to the panzhihua city atmospheric environment capacity and the total quantity control, proposed the air pollutant synthesis improvement basic thought, the measure and the support conditions. The author through the Gauss smoke stream pattern, established the pollutant emissions total quantity and between the ambient air quality direct relations. Take the multiple source pattern law as the essential method, the use revises after the multiple source proliferation pattern, to Panzhihua city city control area SO2, NO2, the PM10 total quantity control method has conducted the research. Calculates various sources of pollution emissions total quantity using the Gauss model inversion type the control method, according to the environment quality simulation result analysis, has obtained under the premise which a series of environmental protection measure can implement, the Panzhihua city urban environment air quality hopefully achieves the country ambient air quality two levels of standards in 2010 the results.
