Chagan Lake Nature Reserve upgraded to the National Nature Reserve in 2006,it has played an important role in the protection of regional biodiversity, regulating floods, water conservation and so on. However, dueing to fisher of protected areas, tourism industry developed rapidly, the farmers around the village engaged mainly in farming production, Chagan Lake and the surrounding area is rich in reserves of oil and natural gas resources underground, Jilin Oilfield started mining oil and other human interference in the 1980s, ecological environment of Chagan Lake Nature Reserve degradated obviously. Therefore, the study of Chagan Lake Nature Reserve on Sustainable Development is of great significance for theory of ecological function protected areas and the building of regional sustainable development, particularly for other types of nature reserves and ecological protection and ecological construction in the western Jilin Province.This paper analyses reserve, natural and social aspects based on the theory of sustainable development, identifies the limiting factor of ecological degradation. Through analysis, the ecological environment of the limiting factors are the major natural factors, economic factors, social factors and policy factors, mainly to economic factors, According to limiting factors, proposed five aspects of the protection measures:①Water-control measures and countermeasures;②Petroleum Development Strategies and ecological protection measures;③Adjust the industrial structure to develop ecological agriculture;④Construction of the community;⑤Expanding sources of funding to guide Chagan Lake Nature Reserve in the ecological protection and construction.
