As one technology of the way production safety protection, safety evaluation has been widely used in various industries. Hazard and operability study (referred HAZOP) is a professional method which can coverage all details of process safety.HAZOP is a risk analysis technique,which is composed of a work group of various professionals with different knowledge background and analysised risk problems by term discussion.At present, many developed countries enforce HAZOP in construction projects by laws, but it has not been applicate large-scale in our coutry.This paper mainly discussed some factors what prevent the application of HAZOP in China, and gave suggestions for those foctors.HAZOP has not been widely carried out in China mainly because of: excessively depend upon analyzing the experience of experts, needing for adequate information and plans, a large number of repetitive analysis processes, analysis of long time and difficult master, disunion in the analysis develop time. Through research we bring forward the target improvement measures, including: (1) develop the HAZOP deviation database, give automatic associate suggested in the developing of assistant analysis software that to make up for the lack of experience of analyzers; (2) Based on the professional arrangements and plans and division control of the analysis process to improve the efficiency of analysis work; (3) simplify the scope of analysis, and in virtue of database of deviation shield repeat works. (4) Introduct application points of HAZOP in the various life stages of the project.There are some attentions in the application process of HAZOP technology: HAZOP is not a panacea. Because of wasting time and effort, it is expensive. Nodes dividing, description of the nodes'design intent, selection of guide-words and deviation and determination of risk criteria, all of this needs the analysts'flexible change according to the concrete project.and the implementation of countermeasure is the key indicator to achieve effect of analysis. These factors may cause the failure of HAZOP analysis.in this paper, these factors were in-depth analysised,and gave some recommendations that can make HAZOP be well used.The author has developed a software system written by C# program language to achieve HAZOP analysis. The software can record all the information along the whole process of HAZOP analysis, and provide tips and help for analysts by deviation database, various kinds of information can be easily managed by report of the analysis. Finally, base on result of study, this paper has implemented the exploration of HAZOP's application in active equipment. The results of analysis showed that the efficiency can be improved by 50% when the technological method and software system this paper proposed were used.
