A Study On Strategy For Synethetic Disaster Management Of Urban Underground Space

With the fast development of economy and society in our country, the resource of land in the city is becoming less and less. Development and utilization of urban underground space in China is progressing on a large scale. However, as it is a closed and covert space, the disaster management of urban underground space is faced with a lot of troubles. The outstanding characteristic is the strong synthesis and cooperation. The demand of the disaster management of urban underground space is on the sudden rise. Starting with the synthetic principle of the disaster managements, aiming at the synthetic point of the disaster management of urban underground space, analyzing the situation of the disaster management of urban underground space in domestic and overseas, the author takes a proposal of the strategy for synthetic disaster management of urban underground space. At first, this paper analyzed the basic theory of synthetic disaster management of urban underground space. Basing on the analyses of intension about crisis and crisis management, the principle of synthetic disaster management is proved by three parts, including the relationships of every crisis management process, the coordinating mechanism, and the conformable action of government and society. Synthesis is the important feature of disaster management of urban underground space. Next chap introduced the advanced experience of synthetic disaster management of urban underground space overseas. Japan, Canada, England, and Russia put stress on the establishment of national emergency management system, disaster prevention planning, information integration, legislation, practice and training. The history of disaster management of urban underground space in our country includes three periods from a spot of accident treatment, single disaster management to synthetic disaster management. Now the main features of disaster management of urban underground space in China consist of joint of different departments, administration supervision, and technique standard. In the next place, the author makes a list about main problems of China disaster management of urban underground space, including four appearances such as various government departments, isolated information, unsuitable laws and policies, unbalancing understanding by government and society. At the end, it is pointed out the strategy for synthetic disaster management of urban underground space according our national conditions, by means of establishing the synthetic disaster coordinate organization, setting up the emergency command and coordinate mechanism, promoting the integrate information, making up cooperative understanding and resultant force from government to society. In conclusion, the paper offered proposals of reinforcing coordination and control during every processing of disaster such as precaution, proceeding and recovery, making up all kinds of information, recourses, and agency, establishing the synthetic disaster management of urban underground space with the aid of synthetic management method. The direct target of this research is to reduce damage of urban underground space disaster.
