Study On Establishment Of Standard System For The Flammability Of Clothes And Interior Furnishings In China

The flammability standard system of clothing and interior furnishings was established in this thesis through the comparison between relevant flammability regulations and standards of China and other developed countries, including USA, Canada, UK and Australian. The data collected from flammability testing reports of Chinese relevant fabrics were analyzed. This research work is for the first time to investigate on standards for basic fire protective safety of clothing and interior furnishings in China and it will provide a reference for related institutes to constitute regulations.Flammability regulation is composed of test methods and product requirements. So the relevant product requirements and test methods should be constituted for the establishment of standard system for clothing and interior furnishings.Firstly, the risk of injury due to the combustion of clothing and interior furnishings was analyzed. For the lack of statistic data and research for fire fatalities related with fabrics in China, analysis of injurious risk and experience in constituting regulations of other developed countries were used for reference. Based on these analysis and the situation of related risk of injury in China, categories of fabrics covered by new flammability standard system were determined, namely, clothing, children's nightwear, carpet, mattress, bedding and upholstered furniture.According to the proposed categories of fabrics, relevant flammability regulations and standards in China and other developed countries were compared from seven key points, including scope, exemptions, test specimens, pretreatment, test procedures, requirements and labels. The similar and different aspects were analyzed and the bases of constituting these key aspects in others' regulations were found out.In order to know the practical flammability of relevant fabrics made in China, the flammability testing data of Chinese relevant fabrics exported to USA in recent years collected from independent labs were analyzed on aspects of passing rate, data distribution and factors affecting result of test. The results show that the practical flammability of Chinese relevant fabrics could meet the requirements in regulations of USA. Besides, it was found that the exemptions of the 16 CFR 1610 standard are so strict to all clothing textiles and the new reference value for exemption was given, that was to say, plain surface fabrics, regardless of fiber content, weighing 73g/m~2 or more could pass the test.Based on above investigation and test methods used in china, the standard system for the flammability of clothing and interior furnishings were established.
