After the devastating terrorist attack on September 11th, 2001, which has been often characterized as a"blot from the blue", crisis management has posed great influence on the decision-making at different levels in government over the world. These dramatic changes, accompanied by radical social and technological shifts, have symbolized the radical global transformation in the security complex. Not only will crisis challenges the framework and capability of governments; they will also affect the social stability in the long run.With the rapid development of economy, the china has played an important role in the global arena, but high-frequent environmental contamination accidents have cause many losses and damage, not only lives and property, but also psychology. These have arose the central government'high recognition. How to limit the contaminative accidents take place has been the chief errand we have to face with. As the author of this tutorial, I will through case analysis of emergency management systems in Japan and America, seek to shed light on the building of strategic design and institutional framework of environment management in china. In so doing, I hope to generate insights not only into the dynamics of crisis decision-making and communication, but also solutions for possible predicament specific to a transitional political regime in china.In this tutorial, after using for reference the succeed experiences of Japan and U.S, I will divide four chapters (include crisis and crisis management, crisis management mechanism of aboard, current management situation of china, constructing high efficiency management mechanism to elaborate my opinions, the reasons why I write this tutorial is to reveal the importance of establishing and perfecting crisis management mechanism to deal with unexpected contamination accidents and this trend is imperative.
