The Social Mechanism Of Environmental Protection

The environmental problem, a comprehensive one concerning various fields in the society, is always existed with the development of human society. Nowadays scholars try to analyze and solve the environmental problem from the perspectives of marketing mechanism and government supervising mechanism. But a third mechanism should be set up when the former two mechanisms can not work effectively, that is to use the social mechanism to solve the environmental problem.This thesis, based on the theories of environmental property, public administering and governance, try to expatiate on the setting up of the social mechanism in environmental protection. From contrast and comparison of the advantages and disadvantages of marketing mechanism, governmental mechanism and social mechanism, the establishment of social mechanism is proved of great importance and necessity. From intersection and interaction of the three mechanisms, the macro-environment of establishing social mechanism is demonstrated and at the same time the intersection and interaction model is applied in solving practical environmental problems. With the analysis of the factors constituting social mechanism, the thesis tries to renovate the constructing mode of social mechanism in environmental protection from both the vertical and horizontal dimensions. Then it puts forward that there exist checks and balances among the principal parts of the three mechanisms and gives prominence to the role the principal parts played in the social mechanism. Finally the thesis analyzes the restrictive factors of establishing social mechanism, and furthermore points out its importance and difficulties. Based on the theories and analysis, some methods and measures are brought forward to establish and improve the social mechanism in environmental protection. With a number of examples in the demonstration, the thesis is proved to be persuasive.
