Before the 18 th century,mankind has been living in such as taoyuanming poems' "tori,picking the shape of the beautiful world,until the end of the 18 th century,the rise of the industrial revolution,became a landmark of watershed,changed the wheel of history.The industrial revolution,which began in Britain in the 18 th century,rapidly expanded to the whole of Europe,and the economic situation developed rapidly and brought serious environmental pollution.Influenced by liberal democracy thought of western developed countries public began to set foot on the path to safeguard their legitimate rights and interests and on its own strong strength,awaken the government environmental protection consciousness,the units for various enterprises and institutions,together to save the injured outside of the ecological environment.After the founding of new China,our government believed that only strong economic power could reverse China's position in the world,so it put forward the strategic guideline of giving priority to the development of heavy industry.Under the guidance of this guideline,China's natural ecological environment has been seriously threatened,and the public has been warned to take their own power to participate in the process of environmental protection.Paper with "public participation of environmental protection for our country" the topic research,combining with the status quo at home and abroad,on the basis of the theory of public participation in environmental protection,put forward feasibility for public participation in environmental protection.Nearly 30 years in our country are analyzed in detail the public participation in environmental protection at different stages of outstanding achievements and suddenly and violently leak in the process of legislation,in the public participation in the idea and the actual execution,the government and the public welfare social organizations,later and put forward a concrete solution for each problem,to translate the necessity of public participation in environmental protection into effect.Between them,and nearly half a century of public participation in the western developed countries practice as the guide,discusses the United States,Britain,Japan,the three countries on legislation,social,environmental groups and form aspects of the content of public participation,had the contestant effect to our country.This paper is divided into five parts: the first part,introduction,the research background,purpose,significance and domestic and international status of the article;In the second part,the connotation and constitutive elements of public participation,environmental public property theory,environmental public trust theory and environmental right theory are the theoretical basis of environmental protection public participation.In the third part,western developed countries,taking the example of the United States,Britain and Japan,have brought enlightenment to our country in public participation in environmental protection.The fourth part analyzes the current situation of environmental protection public participation in China,including the achievements and problems to be solved.In the fifth part,the author puts forward some countermeasures to the problems of law,government,society and the public.The sixth part is the good situation of the country after the public participation in environmental protection.
