| Combined with the theories of development economics, resources and environmental economics, industrial structure optimization and main functional region, the essay aims to explore the sustainable development means of regional agricultural industry based on the foundation of water resources carrying capacity, with the qualitative and quantitative ways which guided by scientific concept on development.Based on the results of lake pollution resource survey provided by Erhai basin Project of national water research, the essay, which focuses on the Erhai basin in Yunnan Province, establishes the dynamic coupling model of reduction share of town administrative area (constraints of agricultural pollution reduction) and development of agricultural fractionized industry (overall economic growth of agricultural industry) by means of segmentation of industrial structure and mechanism of pollutant emission reduction. In addition, the essay provides the figures of town administrative division share under the subdivision of agricultural fractionized industry as well as an optimized design of agriculture industrial structure of Erhai basin.Besides, combined with the methods above and practical condition of river economic development division and infrastructure construction, the essay works out a plan for the main functional regions of agricultural watershed planning, that is, the division of land into four functional zones:the zone of optimized development, the zone of key development, the zone of limited development and the zone of prohibited development, which lays the foundation of the sustainable development of water pollution of regional control and agricultural economy.Furthermore, the essay puts forward some suggestions on implementation of agricultural development planning from the perspectives of establishing incentive mechanism and social guidance support system and looks forward some more promising researching activities. |
