Xianyang City is the vice-class core city of Xi'an metropolitan area, It become more prominent in the development of Xianyang city status on the Guanzhong region and the western regions of the strategic significance of economic structure with Proposing Xi'an Xianyang Integration and economic zone development plan of Guanzhong-Tianshui one by one. The studies have shown that the temperature is high in 70's,90's and the first 8 years of the 21st century and the average temperature is higher about 1.12℃than 60 years from 2000 to 2007 in Xianyang city. The study of regional climate change adaptation degrees, It is only for its negative feedback effect and adjust timely or offered any solution that it is able to ensure the region's sustainable development. In this paper, field surveys, statistical yearbook, department statistics and regional development planning and other data and information are as the basis to confirm evaluation of climate adaptation hierarchy and indicators, calculate each Subsystems and the index weight, Construct each indicators and membership degree matrix with statistical analysis, mathematical models and methods such as ecological economics theory, then Obtain the membership degree of various subsystems to climate change adaptation,delimit and evaluate the analects of Confucius defined hierarchy,to determine the strength of climate change adaptation degree.Divides the evaluation index of the degree of climate change adaptation of xianyang city into layers, which consisted of four levels systems with criteria layer, constrained layer, and indicators of layer with selecting the economic system, agricultural system, social system and the resources and environment system as the fitness evaluation of regional climate subsystems. To confirm each determine weights of each evaluation factor with using AHP analysis By YAAHP5.0 software. In a comprehensive evaluation of the subsystems, agricultural Subsystem and resources and environment subsystem accounts for a relatively large weight with 0.3564 and 0.264 respectively, Economic subsystem and social subsystem accounts for a relatively small weight with 0.2272 and 0.264 respectively.Considers comprehensive membership to climate change adaptation and determine the fitness membership with the method of fuzzy synthetical evaluation analysis. The results showed that the comprehensive membership is in a state of increasing trend year by year from 1998 to 2007 in Xian yang city, fitness is in a transition state from "weak" to "normal", the overall degree of adaptation is on the low side.The economic system to membership degree of climate change adaptation is in an increasing trend during 10 years in Xianyang city, degree of climate change adaptation is in a state from "weak" to "strong", the economy is affected smally by the disadvantages and develop rapidly, but the efficiency is low; the membership of agricultural systems climate to change adaptation of climate is in a state of decreasing trend, fitness is from "weak" to "normal", the economy is affected largelly by the disadvantages and the development continue to decrease, but the development of effective is high; the social system develops steadily and rapidly, the degree of climate change adaptation is from "weak" to "strong", the degree of climate change adaptation about membership of population and development of indicators is in a state of weak increasing trend, that reflect social internal stability and overall develops and progresses during 10 years; the membership of resources and environment system to change adaptation of climate is in a state of a fluctuating development trend, it's degree of climate change adaptation is from "weak" to "normal", it reflects that resources and environmental systems which is impacted by unfavorable factors such as climate change are impacted comparatively large, the degree of stability is poor.This paper proposes ecology-resources-small town development model in northern loess gully region of Xianyang city with ecological economics and regional sustainable development theory and so on which is based the differences of various districts and counties to adaptive capacity of climate change, the development measures include fruit project implementation in sloping fields, "eco-buy" in steep slopes, high-yield agriculture in high ground, then achieve economic and ecological benefits of "win-win". At the same time, exploit domestic oil and gas resources, extend the industrial chain, construct new energy and chemical base based on mining,processing,manufacturing, and develop small towns vigorously to achieve a positive interaction model of development. Implement the Metropolitan Development Model In the southern platform area of Weibei and Weihe-order region, Create metropolitan food processing industrial zone in Liquan and gan County, agricultural products supply-leisure industry zone in suburbs of Jingyang country, labor-intensive industrial zone in Sanyuan country, agricultural science and technology demonstration garden in Wugong country, manufacturing gathering area in Xingping city, vice-class metropolitan city business district-high-tech industrial zone in Xianyang city.
