The backdrop of global climate change continues to accelerate with the urbanization process in Xi’an city, with its size gradually expands, non-farm population continues to increase, economic growth and industrial structure adjustment gradually accompanied by the Xi’an ecological environment and economic development of the conflict have become increasingly prominent, and has seriously hampered the sustainable development of Xi’an, in economic development, focus on ecological construction, fully adapt to climate change trends, to guide climate change toward have our direction of development has become to achieve adaptability of the key elements of sustainable development, global change is an urgent need to solve the socio-economic problems, the smart choice for human response to climate change is the human response to environmental change, promoting economic development to take an active effective behavior. For urban and suburban, we study the urban heat island effect and the rapid development of what its fitness how positive or negative impact of this on how we can better improve fitness provided a favorable basis for Xi’an to achieve sustainable development has an important practical significance and practical significance.In the comprehensive analysis of climate change in the status at home and abroad and to take countermeasures on the basis of the actual situation, the collection of weather statistics from1961to2010and from1997to2010socio-economic data, use Excel2007Software, the Morlet wavelet procedure analysis in recent years, Xi’an, characteristics and trends of climate change, established on this basis for the evaluation of climate fitness index factor, the use of statistical analysis of the relevant principles, the use of the fitness evaluation model SPSS16.0software and comprehensive analysis in recent years fitness inter-annual changes in Xi’an and suburban, and urban heat island impact on the adaptation degree and propose to improve fitness Some study measures to achieve sustainable development, Xi’an social, ecological, economic harmonious development of scientific references. Analysis, such as the conclusion to be drawn in the following areas:(1) Nearly50years of Xi’an, the temperature was rising trends, its upward trend rate of0.308℃/10a, higher than the global average rate of increase and China, due to the impact of the urban heat island, resulting in the Xi’an area average temperature higher than surrounding counties. Fen season, Xi’an, spring and winter temperatures increased significantly, warm spring, warm winter phenomenon is significant, and this characteristic is particularly evident in urban performance. For urban and suburban comparison, the Xi’an area, raise the level of urbanization, but the city quality is poor compared with other major cities, leading to urban pressure, relative to the surrounding suburban counties in terms of fitness is small, lower level of adaptation. In summary, the adaptation is to adapt to regional environmental integrity of the global environmental system, integrated adaptation, rather than isolated, one-sided, sustainable development should also be so. We should be the whole community as a whole system, a systematic, holistic adaptation, to improve overall system adaptability, vulnerability reduction, sustainable development to start on a solid platform to better and more effective to promote regional economic development and ecological environment construction.
