The geographical information system(GIS) is a high-tech which is engaged in merging computer graphics and database, storing and manipulating spatial information. Based on combined the geographical position and its related attribute, GIS have been supplyed kinds of auxiliary decision-making functions with the aid of its unique spatial analysis function and visual expression. It have been achieved successful application in other fileds by now.Water-environment management is a complicated dealing , that the management content included is very extensive.With the development of information technology,the geographical information system(GIS) has offered a brand-new high-tech tool for water-environment management and planning,it can support obtaining,management,operating,analysis,simulation and showing of the data of geographical space related to water environment management,in order to solve complicated water environment management and planning problem.In addition,the water-environment management station and the substation of Fenhe river basin were distributed in different areas and various information was dispersed, at the same time, information processing relied mainly on manual mode is burdensome work and low efficiency,this is bad for exchange and sharing of information.The data of water regime information, water quality information, engineering distribution information is displayed more directly by applying GIS technology into design of water-environment management system. It is realized information reporting and sharing for station and substation of Fenhe river basin.The information input ,storage, processing, comprehensive analysis, output results in each department of management have been came true, and the work efficiency of manager is greatly increased. Simultaneously, the manager not only understand and grasp the general information of water-environment macroscopically by graphic but also understand the state of various nongraphic factor by kinds of fast query methods with acquiring the quantity of information fast. It is promoted the modernization of water-environment management level.In this paper, the item:"the pattern and technology research of management system of Fenhe River based on GIS"is taken as a carrier, it integrates the building of entity management system and its research method. According to the actual requirement of the administration of administrative office and it has also suitably considered the prospective, the research has centered about the following chief contents.(1)The map foundation of geographic information system about fenhe river water environment management. The map foundation of geographic information is the base for the river water environment management. It mainly includes the map of basic geographic information about the stem channel of fenhe river, the map of geographic information about the stem channel of fenhe river water environment management, the map of basic geographic information about the stem channel of Xian fenhe river, the map of geographic information about the stem channel of Xian fenhe river water environment management, the map of geographic information about the tributary of the backbone rivers of Fenhe River water environment management.(2)The map adminstration of geographic information system about fenhe river water environment management. On the basis of data analysis and the principle of establish database, we discussed the organization of spatial and attributive data.then,we analyzed the storage and management of spatial and attributive data under the consideration of economic and the application in definite situation.Finally, we have designed the data management module of Fenhe River water environment.(3)The secondary development of geographic information system about fenhe river water environment management.Under the analysis of the current situation of Fenhe River water environment, we brought forward the overall structure design,function design and data management based on design target and principle.The subsystem on water management of Fenhe River basin which is contained the geographical information system of Fenhe River basin is developed by ArcObjects module technique and VBA language.This paper is distinguished as:(1)From the management characteristics of water management engineering, this system is designed and developed for the combination of informationization and specialization.(2)The management of classified users access to classified functions has been realized. Based on the characteristics and the current situations of water management, we put forward a multi-users management pattern in river information.And it has been realized the management of classified users access to classified functions in the entire basin.(3)The further management platform. The system has been realized the integration of management,query and dynamic updating between attribute databases and spatial data.The system has been able to promoted the informationization level of water environment management and meet the implementation of the water rise strategy requirements in Shanxi province. Provide some actual operation result pictures Partly at the end in the article. The theory of the article combines reality,has carried on beneficial exploration and try in making use of geographical technology of information systme to deal with the practical problem of the water-environment,there is menaing of using of reference in the development to the regional water-environment management GIS.However, the management of geographic information system about fenhe river water environment is a complicated and systematic project. such as following:(1)Enrich basic data continuously, regularly update the basic information data.(2)The water quality is been about to import into management system, comprehensive management of water environment is realized.(3)With the development of the Internet and communication technology,this reasearh that should be supplied user do water environment query and manage through the Internetr anywhere any anytime will be reoriented towards web.
