The Based On GIS The Assistant Decision-making And The Management System Research And Development Of "the Inner Mongolia Autonomous Region As The Main Function"

The main function zoning mainly concerns the regional carrying capacity of the land resources, the ecological conditions, the environmental capacity, the location characteristics, the level of economic development, the population concentration conditions, the extent of participation in the international division of labor, and the military and historical, and ethnic factors. Starting from the provincial level in order to provide certain specific products as the main function, it is the space unit providing other products as the auxiliary function.To promote the formation of the main function zoning in the provincial areas, it not only insists on implementing the scientific development concept, enriches the connotation of development, upholds the economical use of resources, maniges the regional development, subjects to the local situation, and plays the role of the other basic principles of the market mechanism, but also requires from the basic situation, to identify the suitable cell divisionand to moderately breakthrough the SAR limit.In March 2006 Inner Mongolia Autonomous Region and Inner Mongolia Autonomous Region Development and Reform Commission of Remote Sensing and GIS Laboratory shared the " the main function zoning of the Inner Mongolia Autonomous Region, " project. This ptoject's decision-making plan and management system design and development is subproject of the project, this article is completed based on the sub-project research.The system's development platform uses the Microsoft Visual Studio 2005, combined with ArcGIS Engine engine for C/S structure development; WebGIS platform employs ArcIMS, in combination with ASP.NET, JavaScript, XML, for B/S structure development; the system database applies Oracle 9i, and through ArcSDE connects Oracle Server database access to store and manage the space, the attribute database, the data and other information together. Based on a variety of geographic data of the Inner Mongolia Autonomous Region, the establishment of the system makes use of arc objects for a second component library developmentand the establishmeng of the large-scale and stable database, and operates the data of two-dimensional and three-dimensional visualization, and makes the associated index calculation. So it provides the relevant data and independent platform for the main function zoning of the Inner Mongolia Autonomous Region. The index evaluation method, the identification evaluation method and the dominant factor method conducts the main functions of the regional division of the Inner Mongolia Autonomous Region. The system mainly realizes a thematic map production, the spatial data, the attribute query, the personnel information management, the index-related data, the embedding digital terrestrial, the network information dissemination functions and so on. It betters the main function zoning text conservation and management of zoning, zoning maps, zoning data.
