First, by the analysis of government electronic information resource development and sharing and Liuzhou City informationization actuality, the paper points out that planed construction of Liuzhou City' s information resource is the only way for its informationization, witch makes information of any type (politics, economics and culture) and of any resource (government, enterprise and personnel) exchange, share and integrated on an united platform.According to first step of the construction target of Liuzhou City Public Information Data Resource Center (LPIDRC), this paper makes use of ArcSDE and ArcIMS functions and characteristics, pays attention on studying the following contents:First, the architecture of LPIDRC. According to the flowing direction of data in government VPN, the paper describes the architecture of LPIDRC in two ways: transverse and lengthways.Second, the designing of spatial database sub system. As the data tier of LPIDRC, this tier takes charge of collection, pectination, storage, management and exchange of data, which is the data base of the whole architecture.Third, the designing of city construction management sub system. The sub system is taken as an demonstration system of application tier, which integrates and utilizes the data of spatial database, presents the application of WebGIS in the System.The fourth one, the application of WebGIS technology in LPIDRC. The paper first describes how to transfer some of the functions of ArcIMS Html Viewer from server to the client in order to enforce user experience. Secondly, designs the module of ArcSDE C# API dynamic link library by the way of encapsulating ArcSDE C API using "managed" code on .NET platform, and also sets forth the encapsulating profile and case techniques in detail. Lastly, expatiates on therealization on online editing under the ArcIMS Html Viewer mode.
