Water pollution is one of the most serious environmental problems in China. It is an important task for water resources protection to enhance water environment management and prevent water pollution. The water environment factor has a specific geographical attributes, using the GIS technology and database management system can effectively carry out the spatial database management, data collection, storage, management and inquiry. In the field of water environment, Due to the lack of support of friendly and intuitive graphical interface and water environmental spatial data analysis, inquiry and visualization, many of the valuable application models can not give full display of its effectiveness. At the same time, the data input and output of these models were lacking of effective management and often dependent on specific procedures, thus their independence were poor. Therefore, designing system structure reasonable, and playing a comprehensive application of GIS and professional model advantages in this field is an important issue to be resolved.This article takes Hongze Lake as research object, based on geographic information systems (GIS) and database systems (DBS) theory, combined with the skilled water quality assessment theory, trend analysis model and water quality model, referenced domestic and abroad successful experiences of water quality management, analyzed work need of lake water quality management comply with design principle of science,practicality,unity,expansibility, using object-oriented programming language C #. NET, integrated development database Access2003 database and geographic information systems ArcGIS9.2 for the establishment of water environmental management and assessment information system in accordance with the serious water pollution and management in Hongze Lake.Based on the data of measured and experiment in 2008 in Hongze Lake (9 monitoring points data of physical, chemical indicators, biological indicators) and GIS technology, takes information management of lake water resources and the study of analysis system as the theme, researching and solving the lake water environmental management assessment information system's concept , ensemble architecture, data model and application model structure system based on GIS technology; Technically research and resolve the establishment of the database, application model implementation and integration of GIS environment, user interface design and realization and so on. The system consists of five parts such as modules data management, water quality evaluation module, GIS module , etc, which realizing functions of the lake water resources information storage, management, retrieval, updating, analysis and evaluation in the same platform.Using the water environment management evaluation system of Hongze Lake, based on information material from January to September in 2008, made a comprehensive fuzzy evaluation of Hongze Lake and achieved satisfactory results. The results of the analysis and evaluation can provide a practical decision support system to the lake management and monitor department.
