Spatial Statistical Analysis is a kind of analytical method which can analyze spatial data and do some statistic with it. It develops so quick in recent years because it has tight connection with some other science fields. Spatial Statistical Analysis consider that phenomenon or attributes of a spatial spot are have some kind of relation with there neighborhood's. Almost all the spatial data have spatial independence or spatial autocorrelation. So Spatial Statistical Analysis builds spatial data's statistic relation by the location of them, finding the law of spatial relation and spatial alteration.Social- Economic Statistics can illustrate the social-economic development's scale, level, speed and architecture with some statistical index by Statistics-Investigation, Statistics Arrangement and Statistic-Analysis. So it can reflect the quantity represent, quantity relation and quantity change of the social-economic development in history condition. At the same time it can show the character of social-economy and the rule of economy operation, guiding the decision making.To be a kind of cognitive movement of objective world, Social-Economic Statistics must keep pace of the times. Because it serves the market economy which is developing rapidly. The Social- Economic statistical data is increasing in a geometric ratio further than the market economy. So the work of Social- Economic Statistics also needs to be entirely adjusted and excavate much more information from the Social- Economic statistical data. But at the same time, traditional statistic is based on hypothesis of the sample independence which conflict with the spatial independence or spatial autocorrelation of spatial data. So nowadays, importing new theory, searching for new methods is the main matter in Social-Economic statistical.In accordance with current actuality of Social- Economic Statistics and problems in the work of Social- Economic Statistics. This paper put the theory of Exploratory Spatial Data Analysis (ESDA) into Social- Economic Statistics, The following is the main content and conclusion of this paper.1. Develop a component of Exploratory Spatial Data Analysis with development platform of VC++6.0. This component provides seven kinds of analysis tools, including frequency-histogram chart, normal-QQPlot chart, general-QQPlot chart, Semivariance-dot nephogram, covariance-dot nephogram and HotSpot Analysis. It also supports exponential- transform and Box-Cox transform and offers interfaces by which the analysis result can be transmitted to GIS platform.2. Develop Spatial Statistic Analysis System which will be applied in Rural Social- Economic Statistics with the development platform of VC++ 6.0. This system supports the read and write of shape file. It contains layer management, attribute management, eagle display and basic tools for map. It also adds the component of ESDA.3. In order to find a right solution to improve the efficiency of statistic work, this paper do some research for the application of Spatial Statistic Analysis System. And the solutions advanced in this paper are demonstrated to be efficient for the statistic work during the research period.
