Study On Improving China's Prevention Mechanism For Earthquake By Case Study Of Wenchuan Earthquake

After the earthquake happened in Wenchuan,Sichuan province, Premier Wen Jiabao write words "more difficult, more prosperous" in Beichuan Middle School. Man's proper handling to the crisis can turn the crisis into normal state and turn for the better, it can become solid foundation for healthy development in the future.Crisis is the way to Hell's Gate, leading to stability ,and also ian important turning point of the well-being.A nation, only to learn from the disaster can obtain real progress.As a disaster-prone countries,if we want to learn something from the ancient philosophy of a mixed blessing and to win initiative the next time disaster strikes ,we should review the successes and failures of the disaster in the moment the wound has been still exist with the fear to the nature.Wenchuan earthquake caused tens of thousands of lives lost, tens of thousands of families of the tragic consequences of breaking,in addition the earthquake itself is difficult to forecast , intensity, and high strength , Longmenshan district neglect earthquake disaster prevention and planning for a long time is also an important factor that can not not be ignored.This paper, we first define the earthquake science and the concept of prevention based on the feedforward control theory and the theory of public crisis management to combine the two, through using the new theory, methods of use of case studies, reviewing the situation in Wenchuan earthquake, combined with all the typical cases happened in the earthquake, from the perspective of a new comprehensive seismic reflection of our preventive mechanisms, analysis of its problems, its deep excavative reasons. Through the analysis, we found that there are serval problems as follows in the current mechanism of China's prevention for the earthquake.the existence of management methods are still the main feedback control, feedforward control on the importance of the method is not enough to prevent the concept of awareness and prevention of a serious lack of the necessary emergency rescue a serious shortage of manpower and resources, emergency management permanent governing body is inadequate, a state of emergency under the incomplete legal system, the contingency of these relatively backward technology issues.And then in the basis of studing the research results of scholars at home and abroad ,learning from mature theory and successful experiences of the earthquake-prone countries such as the United States and Japan in the earthquake disaster prevention ,combing with China's actual conditions, give 6 suggestions as followsaccording to these problems :Construction of the past dominated by feed-forward control mechanism of the earthquake prevention, and strengthen prevention awareness, to cultivate a culture of prevention, emergency supplies ready to strengthen the operational mechanism and protection mechanism, improve the emergency management organization, and improve staff reserves, establish and improve various systems and mechanisms to improve the anti - disaster technology, increasing resilience.The focus of this paper put forward to improve the mechanism of China's earthquake prevention measures, in order to enhance our ability to earthquake prevention provide a useful reference, and ultimately reduce the effective purpose of the earthquake disaster.In recent years we have been immersed in the joy of rapid economic growth, if this disaster so profound that we have learned disaster prevention and reduction, let us pay more attention to disaster prevention and mitigation of construction, planning, let us face the disaster of the nation smarter It is also extremely lucky in the unfortunate.
