Peace and development are the major themes of the present era. All the countries are searching for rapid economic development, the modernization is becoming the inevitable trend in the world. To the subject research of modernization, we should review and summarize the historical experience of China's modernization, which will help us better understand the process of China's modernization and contribute to the continued development. So, from the perspective of science and society, the purpose of this article is trying to find out the reasons which caused China and Japan to step onto the different ways to modernization. This article will further explain why and how science and technology are playing an important role in the development of the economy and social progress. Some suggestions will be supplied for the progress of China's modernization.This article is divided into four chapters. The first chapter discusses the Westernization Movement and the Reform Movement of 1898, which composed of the early reform of modernization in China. The second chapter summaries the content of Meiji Reform of Japan and explains how Meiji Reform created more favorable conditions for the modernization of Japan .The third chapter compares the process of Chinese modernization and that of Japanese modernization in detail, and then tries to analyze the reasons why they took different roads during that time. The fourth chapter is to further clarify the interaction between science and society in the process of modernization, and then draws a conclusion: Political, economic and culture reform should be fitted together and be coordinated effectively. With an advanced leading class, creating a favorable environment of social conditions, promoting the progress of science and technology are all equally important for us to realize the modernization of our country.
