WebGIS is the product of the combination between Internet and GIS technology. The Internet user can access GIS data and obtain geographical information service from World Wide Web's at any node. Because of its simple operability, cross-platform support, expansibility and the sharing of information distribution, WebGIS has already drawn a widespread attention and been applied in many fields. But the present application of this technology shows that it is still immature, and is still facing a series of technical bottlenecks and challenges, such as the difficulties in geo-spatial information sharing and inter-operability, the lack of methods for denoting spatial information, the lack of capabilities to realize the cross platform data access, the transmission speed bottleneck, the visualization and the distributional work and so on.This paper studies how to solve the problems of WebGIS, with the cutting edge skills. Firstly, the application of SVG in WebGIS enriches the methods of denoting spatial information, and speeds the transmission rate up. Secondly, the Ajax, one of the technologies in Web2.0, shortens the waiting time in the client-side, and improves the customers' experience. Thirdly, the integrated model of spatial data based on GML resolves the problems of geo-spatial information sharing and inter-operability basically and also provides one fresh solution for distributed WebGIS. Finally, based on the three critical technologies, an open and light-weighted WebGIS structure is put forward, which is applied and validated in a real instance: the platform of weather forecast for the cities of China, and provides an available method of developing WebGIS.
