Transport is the main artery of the national economy. The Development of transport favorable for promote the community's economic development and improvement of living standards of people's material and cultural, improve the state's national defense work. As one of the modern transportation system's infrastructure, highway-building market has grown rapidly in recent years. The future belongs to the higher speed and quality in building highways. Digital Elevation Model is a kind of discrete digital expression to the terrain relief of the earth surface. As the most important spatial information in geographical database, DEM plays a more and more important role in many areas, such as GIS, RS, VR and so on. With the application of DEM on highway survey and design, which is shortening the project cycle times and improving the quality of design. It ensures the scientific, rational and economic of the highway survey and design.This paper carried on the researches to the application of DEM on highway survey and design, made a brief introduction on the definitions, characteristics and classification, major types, representation, building of DEM,data quality control and explaining the theoretics of highway survey and design. It summarizes a techniqueflow of survey and design highway based on DEM. Since the interpolation is the central issue of DEM, this paper has put more study of interpolation of DEM and the evaluation of interpolation's validity. It use different spatial interpolation when building DEM, design the highway, analyzed the data. It is useful for highway building and rebuilding.This paper basis of the achievements it had attained in this field, take the case of Liugongdao highway which is in Weihai, Shandong Province, built DEM, surveyed and designed highway, computed the earthwork volume based on Civil 3D 2008. Take the part of Liugongdao highway for instance, computed the earthwork volume use different spatial interpolation when building DEM. The results indicated that it's better to survey and design highway by application of DEM than traditional method. The data shows that use kriging is best when building DEM, NNI take the second place, and error is larger than other ways when by original data.
