The Study Of Security And Management Of Gene Recombined Microorganismsin Southwest Area Of China

Gene recombined microorganism, on one side, is beneficial to human being, but on the other side, is a serious biological threat to human health and security of agriculture and environment if we abuse or mismanage it. With the development of the biological technology, the techniques of pathogenic microorganism genome have been engaged in many labs of China, including gene mutation, splicing and reconstruction. However, security management on this subject lags behind the rapid development of the techniques. We studied this project so as to prevent the possible threat due to the microorganism and balance the technique development and biological security.In the study, we reviewed the problems of biological security caused by gene recombined microorganism, explored the development, features and impacting factors of the security, and analyzed the contribution and biological threat of gene recombined microorganism. Then, we concluded that gene recombined microorganism did cause biological threat and defined basic concepts involved in the research. After collecting relative literatures, management laws and rules, date bases and internet sources, we attained the characteristics of present management at home and abroad, and made comments on the present situation and development tendency of the biological security management. We obtained first-hand data through surveying and investigating the labs in southwest area which engaged in gene recombined microorganism for their present management modes of biological security.Based on literature analysis and questionnaire survey, we made profound discussion with experts and referred the experience of oversea management, then we advance a proposal to establish a new management mode for biological security of gene recombined microorganism, confirm a management principle of suitable administration, priority of prevention, continual perfection and comprehensive cooperation, put forward some certain management measures in the aspects of management system, laws and rules, training and education and biological security guaranteeing. In this way, we proposed some advices to the management of gene recombined microorganism which help to effectively utilize and develop the microbial resources under the safe premise.
