Study Of The Administration Model For Surveying And Mappiing Based On Government Process Reengineering

Surveying and Mapping is a main component of the national economy and social development, it is also basic guarantee and important support for the national informatization development and economic and social sustainable development. To fully utilize the fundamental and precedence function of surveying and mapping as well as promote the development of this profession, it is obliged to strength the government administration of surveying and mapping.Government process reengineering is one of the important parts of the present government reform. Based on the review of the development history of surveying and mapping, studying of the administration model evolution through different period, the following questions are analyzed in this paper: weak unified supervising in the government administration, no administrative function in the city/county level, unfair market competition, inefficient quality checking system and surveying achievement archiving system etc. the author studied the surveying administration model with government process reengineering theory, and proposed solutions to integrate the administration functions through reengineering of the administration models, hope to promote the law-based administration, increase the efficiency and solve the existing problems. Based on author's several years working experience, the methods to promote surveying legislation development, strength the unified supervising, provide surveying products and services, implementing administrative functions are also discussed with the aim to accelerate the changing process from administrative-kind government to service-kind government.
