Study On Legal Problems Of Control Of Water Resources In Shiyang River Basin

Law consciousness is a general designation of law phenomenal thoughts, viewpoints, knowledge and psychology on law phenomenon. It is a kind of social consciousness. Whether people have modern law consciousness count for much of managing state affairs. Without people's common belief on law, lacking of law consciousness that not matched with modernize law system,law just is to no avail.The drainage area of Shi Yang river has biggest population consistency whose contradictory of supply and necessaries of water is the most prominent. Exploitation and using of drainage area has exceeded seriously its carrying capacity, result to its environment deterioration, the degree of harmness and extension become enlarge increasingly. Strengthening emphases harness of drainage area of Shi Yang river, rescuing Min Qin county is benefit to not only maintaining supply capability of oasis but also have far-reaching signification of the west stabilization an development.From July to August in 2007,My teacher and I had a field survey at drainage area of Shi Yang river for one month to investigating the protection and harness of water resource .Besides collecting information, interviewing with local people and field survey, the author put out investigatioin questionnaires about law consciousness of pretecting water resource in 3 counties and 1 district in WuWei city.On base of analyzing and statisticing the data of queatioinnaires, by analyzing local people's law consciousness of pretecting water resource,the author get the following conclusion: people have insufficient acquaintanceship of Shi Yang river zoology status quo,and have denial attitude on the administration execution. People have dim consciousness on obeying water resource law and water resource legal rights maintenance .During the course of analyzing cause of formation of law conscioiusness, the author find that the related law problem of saving water, protecting environment occupy nneglectable position in astronomical project. At last, the author bring forward corresponding legal countermeasure from legislation,law implemention and popularizing law aspects.The article is compose of 6 parts. The first part is generality of law consciousness theory; the second one is about basic general situation of Shi Yang river;the 3^rd part is the questionnaire of local people's law consciousness on protecting water rescource;the fourth part is the problem about legal protection of drainage area of Shi Yang river; the 5^th part is about formation reasons of legal protection of water resource in drainage area of Shi Yang river, the 6^th part is the legal suggestion of protection of water resource in drainage area of Shi Yang river.
