With the gradual improvement of people's living standards, the problem of municipal solid waste (MSW) management has become more and more severe. MSW collection network planning is one of the most effective MSW management measures; it has attracted the attention of researchers during recent few years, and has been studied in various ways within this field.Many optimal models for different kinds of solid wastes collection have been put forward by foreign researchers. However, few studies have emphasized on the location model for the three main components of MSW, which are domestic garbage, medical waste and food waste, and the location—routing model. As well as the study in this field in China is still at an initial stage. Considering such conditions, this paper focuses on the two kinds of models mentioned above.First, the basic reverse logistics theory and the MSW management are introduced. Then, the three main components of MSW and their treatment technologies are analyzed in great detail, which is the basis of MSW collection network planning. As the amount of MSW is the crucial parameter for network planning, two prediction tools of it are introduced. For collection of the three kinds of wastes, a collection network with three-layer structure is presented, and a two-layer Mixed Integer Programming (MILP) model is adopted to solve it. The number and location of the transfer stations and treatment facilities, and the flow of the network can be optimized using the model, and an example is given to prove the validity of the mode1. Moreover, considering the location problem of the transfer stations and the vehicles routing problem systematically , another model which is based on bi-level programming is proposed. The upper layer is location problem, the lower layer is routing problem, the objective function is to minimize the system operation cost,and genetic algorithm is applied to solve this model. Finally a numerical example is presented to prove the validity of the mode1.The recearch in this paper is a significant attempt to plan municipal solid waste network.
