Classification of partial Phylinae-Philini (Hemiptera-Heteroptera),including species, distribution, morphology, dissection and comparison of genitalia were studied. At present, 18 species of the genera Psallus are recorded from China which included 7 species distributed in Inner Mongolia (Psallus qii sp. nov., Psallus helanensis sp.nov., Psallus innermongolicus Qi & Nennnaizab, 1994,Psallus(Phylidae) ulmi Kerzhner & Josifov, 1966,Psallus betuleti Fallen, 1829,Psallus falleni Reut, 1883,Psallus (Phylidae) flavescens Kerzhner, 1987). In this paper, the classified position of Psallus innermongolicus Qi & Nonaizab, 1994, was discussed and considered as a good species not the same as Psallus ulmi. A little know species of genera Kasumiphylus (Kasumiphylus kyushuensis Schwartz & Stonedahl) was also recorded for the first time in China. All the species were noted and described, and a list and taxonomic key as well as 80 pictures and 17 photos which included habitus views and the views of comparison of genitalia were provided.
