Presently, the trend of world multipolarization and economic globalization goes on with twists and turns and science and technology are expanded greatly. The competition for resource, market, technology and talented personnel becomes fiercer, and thus the talented personnel have become the top priority of competition of comprehensive national strength. As people are more aware of the significance of the talented personnel, people-oriented idea has been widely accepted. The national condition that only a small percent of people have the chance to receive higher education in China requires that the talented personnel who acquire techniques and technologies from production practice should receive new training so as to make up their shortage of knowledge. The 11th five-year period is critical for the construction of a well-off society in an all-round aspect. It is necessary to carry out the strategy of"developing the country by talented personnel"and make a full play of education and training of staff during the critical period when China is carrying out a scientific concept of development and constructing a harmonious society so as to maintain a sustainable economic and social development and create a new picture of socialism economic construction, political construction, cultural construction, social construction and construction of CPC.The 11th five-year period will provide education and training of staff of mapping system with a rare development opportunity and a new challenge. The scientific concept of development requires that the traditional concept of training should be changed and a new concept of training should be embraced so that the quality of training can be improved. Under the new circumstance, people who engage in mapping should improve their overall quality and working capability so as to meet the challenges posed by the new situation and task of mapping system. Therefore, new and high requirements are posed for education and training of staff. It is a more difficult task to implement Proposed Working Regulations of Education and Training of Cadres and Working Plan for 2006-2010 Education and Training of National Cadres issued by the central government which are promulgated to guide the education and training to be undertaken scientifically with unified standard. It is also a more difficult task to produce a working team with high quality who engage in mapping.Education and training should provide the mapping system with powerful spiritual driving force and high quality human resource. To do so, the education and training of staff should be carried out under the new situation created by reform and development of international and domestic mapping. In addition, the overall requirement of strengthening the working team of mapping system should be taken into consideration so as to improve the overall quality of education and training of working team of mapping system. Thus the working team of mapping system can devote to the kernel task of mapping system. Meanwhile, there are some problems occurred in the education and training of working team of mapping system should be paid great attention. The problems are listed as follows: the overall quality of working team can not meet the requirement of mapping in the new era; no annual working plan is designed to guide the education and training, and thus the result of education and training can not be evaluated with scientific standard; education and training are endowed with utilitarian purpose; the content of education and training is not comprehensive and it should be widened; the training methods and instruments can not meet the new requirement of the times; the studying organization does not function well; the shortage of resource of education and training still exists.The reason leading to the above problems lies in that all the staff (some leaders included) do not have a unified and correct view on the education and training of staff. A majority of mapping grassroots units in the under-developed area only undertake simple mapping tasks. As to them, the most widely used mapping method is field measurement and the complicated mapping methods can not find their play in practical work. Therefore, self-complacence and pragmaticism becomes the main factor preventing the staff from improving themselves. No scientific planning is designed to guide the education and training; No correct understanding of education and training of the new era is acquired. Thus the education and training is carried out without any plan, on one occasion well and on another occasion bad. The lack of innovation in education and training method and the simple and dull content of education and training make it impossible to improve the efficiency of education and training, which fail to meet the various training objectives. The stimulation system is not perfect which can not combine effectively the training, appointment of personnel and performance of evaluation. Under this circumstance,"require me to study"is not really replaced by"I am eager to study"and the personnel who study well is treated the same with who study bad. What's more, the heavy work the personnel have to do has become the bottleneck of the education and training. With the implementation of the strategy of"revitalizing the northeast traditional industrial base", Jilin province witnesses a rapid economic development. Under this circumstance, the grassroots mapping units have to finish more mapping projects and every people in the units has to undertake more duties, and thus the education and training is often neglected in busy days though all speak loudly its importance.To solve the above problems, first of all, we should renew our concept. The education and training of staff of mapping system should be guided by scientific concept of development and innovate in the concept of education and training so that it can meet the requirement of the times. The staff of mapping system should be aware of the increasingly fierce competition resulting from the social development. When they are endowed with a strong crisis awareness, they can consciously substitute"I am eager to study"for"require me to study". Secondly, we should have a correct view on the current situation and work out a plan for education and training in accordance with the current situation. In accordance with the practical situation, we should make clear the overall objective of education and training of staff (improving the overall quality of staff, improving the techniques of staff and cultivating comprehensive and top talented personnel of mapping system), the annual plan and the different training objectives for staff with different ranks, ages and positions. The priority objective should be placed on working capacity. According to different training objectives and different requirements of staff in different working positions, design reasonable training content and adopt modern education and training plan. Thirdly, we should endeavor to perfect the operational system of education and training so as to facilitate the positive cycle of education and training of staff. We should strength objective management and basic construction so as to improve the quality of education of the staff. In addition, the basic construction should also be strengthened. We should set up a perfect training organization in which the teaching staff, teaching material and test questions are improved. More training expense should be input so that the training objectives can be guaranteed.Fourthly, we should establish a people-oriented concept of development. We should establish a good social policy which can continuously improve people's living standard. We should establish and perfect a system which can facilitate and accommodate the overall development of a person. We should establish a good social and cultural environment in which the education and training of staff can be smoothly carried out. We should also stick to reform and innovation. With innovation of training management method and strengthening of supervision of training process and examination of training result, we can continuously raise the management level of education and training of staff. Fifthly, we should strengthen policy construction. Taking good use of the initiativeness of all the people involved, we can maintain a healthy development of education and training of staff with a coordinated, cooperative and orderly working system. Finally, we should also pay attention to the ideological education as well as the training of techniques and working capacity. A person's physical force and intelligence is affected by subjective factors such as the initiativeness and activeness. A responsible and ambitious person with good communicating and coordinating capacity can combine well the knowledge, techniques and physical force and take full use of them. The good ethics enjoyed by a person can even make up the shortcomings of knowledge and techniques so as to achieve the best result of his potential.
