All the businesses on the management of national land and resources are correlated closely. And the correlation is fully characterized by a common require for standard land-use status quo data (LSD). The LSD thus become the basis of most business of land and resources management, such as general land plan, land development, land protection, examination for construction land, property management, supervision on land use and so on. And it is also the core data for land management without any doubt.After the analysis of the relationship between land management businesses and their common require for LSD, the study focuses on the information of land management and the construction and application about land-use status quo database (LSDB). Then a conclusion is drawn that most of the LSDBs founded by over 1,300 counties in the last several years are updated slowly and rarely applied because of the limitation of technology and economy. A great gap occurs correspondingly between the demand and supply of the land-use data. In order to make full use of LSD, the adaptation to mechanism and technical skills to manage LSD are badly needed.According to the construction status of LSDB and the problems with it, a solution to found the municipal data center of LSD and to integrate LSD with geographic information system (GIS) is put forward, as takes full account of the demand for gold-land project and the predominance of municipal land management department in financing and technique. The solution may satisfy the strong demand to LSD of the land management business well on county and municipal level. And it may also make good preparations for municipal data center node of national land and resources. Meanwhile, the mechanism to construct, manage and apply LSD by the cooperation of county and municipal land management departments is discussed.Based on the analysis on data integrating in both general information technique domain and spatial information technique domain, the study discusses the technique framework for LSD integration supported by GIS. And then, the study put the framework into practice by developing a system to manage and apply LSD. The system is built on Microsoft .Net Framework2.0 and ESRI Arc GIS 9.2 technology, which is able to support LSD management and application well.
